Permenant Email Addresses from Uncle Sam?

What if our town/state/government offered us an email address that was JUST for us, and would ALWAYS be there (even though past emails might not, at least the address would be). It could allow POP3 access, Forwarding, and even (likely small) attachments (say maybe 50k or less?). Mind you, everyone wouldn’t get one automaticly, but anyone who wanted one, who lived in that area (whether we’re talking city, state, country, what ever) could apply for one and THEN have it ’till they die. Say, format could be something like first name, last name, area code of where they were born, last 4 of their SSN (or something like that). So, Homer Simpson born in Springfield VT 01234 with a SSN of 111-22-3456 would have an email of homersimpson012343456@springfield.vt.us or something. Now, I realize that unless you used it as your primary email address (which I doubt many would) you’d have to go in and change the forwarding rules every time you got a new email address, but I think that’s an ok sacrifice, personally. There are SO many people I’d like to get in touch with who I’d STILL be able to if they simply updated their permenant email address now and again. We’d give it out as a sort of permanant address, so when you meet someone, you can give them this, or your current email if they’re not important enough to warrent the contact down the road. Or heck, why not both?

To me, it just makes sense. What do YOU think?
